School Choice Tuition Assistance Options

During the 2021-2022 school year, FILS will once again participate in the Wisconsin Parental Choice Program (WPCP) and the Milwaukee Parental Choice Program (MPCP).


Who may apply for the WPCP? A: Any public school student in grades K4-12 who meets the income requirements; A: Any student who in the previous school year was not enrolled in school; A: Any non-voucher student currently attending a private or religious school may apply to the program only when entering K4, K5, first and ninth grade; A: Any student who participated in the MPCP OR RPCP the previous school year. Who may apply for the MPCP? A: Any student in grades K4-12 who meets the income and residency requirements.

As part of the application process, students new to the Choice Program must provide proof of income and residency documentation. Continuing Choice students only need to provide residency documentation.


Open enrollment for WPCP is February 1 – April 15, 2021. Open enrollment for MPCP is February 1-20, 2021; March 1-20, 2021; and April 1-20, 2021. All required supporting documentation must be received by FILS during the open enrollment periods.


We are excited to offer the opportunity for families who qualify to receive a voucher from the State of Wisconsin to pay for their children’s tuition.

Wisconsin Parental Choice Program (WPCP) Participating School

First Immanuel is pleased to be a participating school in the Wisconsin Parental Choice Program (WPCP). Under the program, students from qualifying families receive free tuition at First Immanuel. 


To meet the income requirements for the program a student’s family must have an Adjusted Gross Income at or below 220% of the federal poverty level, with an additional $7,000 allowed for a married couple, as illustrated below.


Family Size 2 -  Single Family $37,928

Family Size 3 -  Single Family $47,784 - Married Family $54,784

Family Size 4 -  Single Family $57,640 - Married Family $64,640

Family Size 5 -  Single Family $67,496 - Married Family $74,496

Family Size 6 - Single Family $77,352 - Married Family $84,352

Milwaukee Parental Choice Program (MPCP) Participating School

First Immanuel is pleased to be a participating school in the Milwaukee Parental Choice Program (MPCP). Under the program, students from qualifying families receive free tuition at First Immanuel. To qualify for MPCP families must reside in the City of Milwaukee


To meet the income requirements for the program, a student’s family must have an Adjusted Gross Income at or below 300% of the federal poverty level, with an additional $7,000 allowed for a married couple, as outlined below.

Family Size 3 -  Single Family $65,160 - Married Family $72,160

Family Size 4 -  Single Family $78,600 - Married Family $85,600

Family Size 5 -  Single Family $92.040 - Married Family $99.040
